The Campus Safety and Security Report and the Fire Safety Report

Purpose of Report
At Dakota Wesleyan University, the safety and well-being of our students, staff and faculty is always a priority. Many people on campus are committed to keeping this campus as safe and secure as possible. However, a truly safe campus can only be achieved when all students, staff and faculty participate. This report is a part of our effort to ensure a cooperative and supportive spirit on campus with the goal of achieving a crime free environment. It is also to make available to any current or future student and employee the security policies and statistics concerning criminal offenses that occurred on or near campus and were reported to the campus safety and security office or the local police. The statistics in this report include the 2009 calendar year as well as the previous three calendar years. The Director of Financial Aid will provide a copy of this report upon request.

Crime Prevention
The physical plant maintains the Dakota Wesleyan University buildings and grounds with concern for safety and security. It inspects campus facilities regularly, promptly makes repairs affecting safety and security, and responds to reports of potential safety and security hazards, such as broken windows and locks. The residence life department assists the physical plant personnel by reporting potential safety and security problems. Students, staff and faculty may also report hazards to the physical plant or the safety and security office.

The residence life staff carefully monitors the residence halls. The residence halls are locked 24 hours a day and only accessible to the residents of that building through the use of their ID card. Every effort is made to keep the residence halls free from uninvited visitors, but residents themselves must take an active position in ensuring that strangers are reported to hall staff and that doors are not left propped open. Hall staff and residents are encouraged to challenge the presence of strangers in the residence halls. Residents are accountable for their guests’ actions. Please see the DWU handbook and discuss the details for safe residence halls with student life staff, the Director of Residence Life or the Resident Directors and Resident Assistants. Watch over your possessions, making sure they are carefully identified and recorded. Taking possessions or entering into other’s rooms without permission will not be tolerated. We advise everyone to check their insurance coverage and to carry additional coverage for high value possessions. DWU assumes no liability for the loss of possessions of any kind.

DWU Security
Basic safety and security on campus is everyone’s responsibility. To help, the Dakota Wesleyan University administration has designated the campus safety and security staff to monitor the day-to-day safety and security issues on campus. The Director of Security is located on the basement level of the Rollins Campus Center. Campus safety and security authority has been given to the Director of Security and the Residence Life Staff, who have been charged with the responsibility to carry out administrative policy and procedure.

Responsibilities of the safety and security staff include:

  • Working with all emergency resolutions.
  • Maintaining a good working relationship with students, staff, faculty and visitors, and offering assistance as needed.
  • Maintaining order on campus.
  • Preventing dangerous or illegal activities, documenting them if they occur and working with the local police department.
  • Watching over DWU property.
  • Maintaining a liaison with local public safety organizations, including the police, fire and local emergency management teams.
  • Maintaining fire equipment readiness.
  • Reporting building or service problems to the physical plant.
  • Locking and unlocking buildings.
  • Posting safety alerts.
  • Monitoring severe weather.
  • Posting and enforcing parking regulations.
  • Working cooperatively with all university personnel.

Reporting any Criminal Activity or an Emergency
Students, staff and faculty are strongly encouraged to accurately and promptly report any suspected criminal activity to the appropriate office and numbers below. When calling in an emergency, state “This is an emergency.” Then, tell the person the nature of the emergency, your name, the phone number from which you are calling and your location. Don’t hang up until instructed to do so or there is an immediate threat to your safety. The university will ensure strict confidentiality when someone is reporting a crime. The purpose of confidentiality is to comply with a person’s wish to keep the matter confidential, while taking steps to ensure the future safety of our students, staff and faculty.

Timely Warning and Emergency Notification
In the event that a situation arises, either on or off campus, that constitutes a ongoing or continuing threat, a campus wide “timely warning” will be issued. The warning will be issued through the text messaging service that is offered to all students, staff and faculty. Additionally, the university will post the warning on the Dakota Wesleyan Website and send an email message to all students, staff and faculty. Timely warnings will be issued for any Clery reportable crime. The university will also initiate an emergency notification upon the confirmation of a significant emergency or dangerous situation involving an immediate threat to the health or safety of students, staff and faculty on campus. Emergency notifications to campus will cover a wide range of events (ie. tornado, gas leaks, flooding, contagious viruses, blizzards, ect.). The university will determine the most appropriate method of communication at the time of the emergency and disseminate the information to campus through that means. The text message service, university email, and the DWU website could all be used in these situations as well as any means of communication that is determined to be effective at that time. The Vice President for University Relations will determine the most effective means of communicating any “timely warning” or emergency notification and will initiate the process of carrying it out. Student Handbook
Students are responsible for knowing the rules and regulations issued in the DWU Student Handbook. Please refer to the handbook for detailed explanations of rules and regulations.

Alcohol and Illegal Drugs
Dakota Wesleyan University seeks to encourage and sustain an academic environment that respects individual freedom and promotes the health, safety and welfare of all members of our community. In keeping with these objectives, Dakota Wesleyan University does not permit possession and/or consumption of alcoholic beverages on property owned or controlled by Dakota Wesleyan University. In addition, the university does not condone possession, use or distribution of illicit drugs, or other hallucinogens and narcotics by anyone on property owned or controlled by the university. Students who violate this stated prohibition are subject to discipline in accordance with the procedures found in the DWU Student Handbook. Discipline may include probation or dismissal from the university. Faculty and staff who violate this stated prohibition are subject to discipline in accordance with the applicable university and state employment rules and procedures. In addition, any individual who violates this stated prohibition may be subject to arrest and conviction under the applicable criminal laws of local municipalities, the state of South Dakota or the United States. Conviction can result in sanctions including probation, fines and imprisonment. The university will provide alcohol education programming at the beginning of each academic year. In addition, the campus counselor, nurse and pastor will be used, when appropriate, as resource to help students who abuse alcohol.

Assault
One of the tenets of Dakota Wesleyan University is to cause no harm. We consider the following behavior to be inadmissible:

  • Physical assault by any member of the DWU community against another person, on or off campus. Persons initiating such violence may be subject to suspension, dismissal, other disciplinary action, and/or criminal charges.
     
  • Sexual assault, sexual abuse or other forms of coerced sexual activity. These are offenses committed when a student subjects another person to sexual contact without having first obtained explicit consent or when he/she knows or should have known the person was incapable of consent by reason of mental disorder, mental incapacitation or physical helplessness. This includes but is not limited to, intoxication, and when a reasonable person would know that such contact is likely to cause emotional distress. Explicit consent means voluntary, non-coerced and clear communicative acknowledgement indicating a willingness to engage in a particular act. Explicit consent includes affirmative verbal response or voluntary acts unmistakable in their meaning. Persons found in violation will be prosecuted. The university will also provide sexual assault awareness programming at the beginning of each academic year in an effort to educate the student body about the issue and to try to help prevent sexual assault from happening.

Missing Student Policy
In the event that any member of the Dakota Wesleyan community becomes aware that a student has been missing for the period of 24 hours, it is important to know the following information and protocol. Immediately contact the Director of Residence Life, a Residence Hall Director or call the Residence Life Emergency hotline: (605) 770-1593. The university will contact the local law enforcement to make them aware of the situation. You can also call the local law enforcement agency at any time that you determine a student is missing. If a student is under the age of 18, that student’s parents or guardian will be notified in the event that the student is reported as missing. If the student is over at least 18 years of age and has designated a confidential contact person, the university will attempt to contact that designated person.

Every student living in an on-campus facility has the opportunity to register a confidential contact person, to be contacted if it is determined that a student is missing. Only authorized campus officials and law enforcement officers will have access to this information which will be used only in the event that a student is missing. If you would like to file a confidential contact person, please contact the Director of Residence Life in order to do so. If a student chooses not to file a confidential contact person, the university will still contact the local law enforcement agency if it becomes aware that a student has been reported as missing for 24 hours.

Fire Safety Report
Each of the residence halls on campus is equipped with a fire safety system. These systems include: sprinkler systems, smoke detectors, heat detectors and an alarm system that uses both audio and visual alarms. Each floor of the residence halls is also equipped with fire extinguishers. The on-campus houses are equipped with smoke detectors on each level and in every room where a student sleeps.

The fire alarms are professionally tested annually in the summer to ensure that they are functioning properly. The fire extinguishers are also checked at this time to ensure they are in working order. Additionally, there is an annual fire drill conducted in the fall in each of the residence halls. It is important that any fire occurring on campus is reported to the Director of Residence Life and the Director of Physical Plant.

FIRE ALARMS/FIRE DRILLS
When a fire alarm sounds everyone is required to evacuate the building. Everyone is responsible for familiarizing themselves with fire exits and escape routes. When an alarm sounds:

  1. Close all windows and doors.
  2. Walk-DO NOT RUN-to the nearest exit. Exit routes are posted in each area.
  3. Move to designated evacuation area or at least 250 feet away from the building.
  4. If you notice a fire in the building,
    a) activate the fire alarm
    b) call 911
    c) notify residence life at extension 2942 or 605-770-1593 with the location of the fire.
  5. Do not use elevators.
  6. Follow all instructions from the fire department, police and Campus Security
  7. DO NOT go back into the building. Re-enter only after instructed by the fire department or designated university personnel.
    It is important that you familiarize yourself with the fire evacuation plans. DWU policy and federal law prohibit false fire alarms. Fire detectors are mandated by state law and must be in working condition at all times. Anyone failing to evacuate, activating a false fire alarm (intentionally or accidentally) or disabling a smoke alarm may be subject to disciplinary action and/or criminal charges.

FIRE DOORS
Internal fire doors are located in various buildings on campus and throughout each residence hall. These doors are designed to slow the spread of a fire. Each door is to remain shut at all times, unless magnetically or electronically controlled. All interior fire doors are appropriately labeled and identified.

FIRE EXTINGUISHERS
Fire extinguishers are readily available on all floors of all buildings at Dakota Wesleyan University. These extinguishers are clearly marked and are usually at the end of the halls. If needed, use the instructions printed on the extinguisher. The tampering or destruction of fire fighting or detection equipment is a violation of Dakota Wesleyan policy and a federal offense. If a suspect cannot be apprehended for the incident, the floor/building will be assessed a fine in addition to replacement cost of the equipment.

COOKING
Students are welcome to cook in designated kitchens in each residence hall. It is the student's responsibility to clean the area when finished. Limited cooking may be done in the rooms with appliances that are permitted by the South Dakota State Fire Marshal. Appliances with open elements are prohibited, including but not limited to “fifth” burners, toaster ovens, toasters, electric woks/skillets/grills, etc. The only appliances allowed in the rooms are popcorn poppers, coffeepots, microwaves and micro-fridges except in the campus apartments where toaster ovens, toasters, and electric grills are permitted.

CANDLES AND INCENSE
There is to be no open flames in the residence hall. The burning of candles and incense is not permitted in any building including offices and student rooms due to safety concerns and direction of the fire marshal. Students found to be in violation will be subject to disciplinary sanctions. Candles will be confiscated.

TOBACCO
The use of tobacco products, including chewing tobacco, cigars and cigarettes anywhere on campus property, other than inside personal vehicles is strictly prohibited.
